COFT was created by the Oklahoma Legislature in 2004. However, state funding was not available until FY2007.

COFT has four legislated responsibilities:

1)	Identifying firefighter training needs and setting firefighter training goals for both career and volunteer firefighters
2)	Interacting with the Oklahoma Office of Homeland Security
3)	Administering and maintaining incentive and recognition programs established for Oklahoma firefighters.

Currently for Tax Year 2007
there are three versions:

$200 Training Tax Credit
for first-time participants

$200 Training Tax Credit
for returning participants
who have not yet finished VFFP
or other approved programs

It is still possible to submit applications for prior years.
